WELCOME MESSAGE My heartiest congratulations to the Asia-Pacific Association of Cataract and Refractive Surgeons (APACRS) on the hosting of its 35th Annual Meeting in Singapore. As an ophthalmologist myself, I am delighted that a major ophthalmic conference is once again being held in Singapore. Much has changed in the world over the past three years. Many of us attended the 33rd APACRS Annual Meeting and SNEC 30th Anniversary meeting virtually in 2021. At that time, the world was still battling the COVID-19 pandemic with international travel curtailed and in-person meetings discouraged. Thankfully, we can now meet each other, hear each other and greet each other all in the flesh and in real-time. Our experience with COVID-19 is testament to what can be achieved when determination and innovation are applied on a global scale - with clinicians, scientists and researchers all sharing a common technological stack - to overcome the challenges of the pandemic and usher in a return to normalcy. In a similar vein, ophthalmology relies on constant professional exchange, collaborative research and sharing to ensure we deliver the best and most cost-effective care for our patients. The best way to achieve this is an in-person scientific meeting where the latest developments and opportunities for collaboration can be shared instantaneously and interactively. APACRS was founded by the late Professor Arthur Lim in 1987. He was an imaginative visionary with grand ambition, great generosity and an inspiring role model for so many of us. Arthur Lim instinctively understood the importance of continuing education, innovative research and a relentless pursuit of clinical excellence. He was passionate about teaching, and expressed his desire to apply and translate his skills, interests and networks into the rapidly expanding fields of ophthalmology. He conceived APACRS as a way to bring together the best teachers and clinicians in the world to exchange ideas and the latest techniques in cataract and refractive surgery in the Asia-Pacific. Past presidents Graham Barrett, Ronald Yeoh, Hiroko Bissen-Miyajima and Abhay Vasavada have built on this foundation for APACRS and turned it into a major event on the annual ophthalmic conference calendar. I am confident that APACRS will continue to grow from strength to strength and fulfil its mission of spearheading the educational needs of ophthalmologists in the Asia Pacific under the leadership of current president Yao Ke. ABOUT APACRS The society evolved from the Asia-Pacific Intraocular Implant Association (APIIA) founded by Prof Arthur Lim to reflect the dynamic developments in cataract and refractive surgery at the turn of the millennium. In 1987, Prof Lim foresaw the importance of these developments in Asia, and the society has since witnessed rapid growth under the leadership of Past Presidents Professor Graham Barrett, Clinical Associate Professor Ronald Yeoh, Professor Hiroko Bissen-Miyajima, Dr Abhay Vasavada and current leadership under Professor Yao Ke. While the Asia-Pacific geographically represents about a quarter of the world, Asia is home to over half the world’s population. The society aims to address the continent’s cataract and refractive surgery needs, accepting the further challenge of the region’s social, economic, and cultural diversity. Meeting this challenge head on, the APACRS has developed various means to fulfill its function and guide its members along the path to enlightenment. PRINT PUBLICATIONS Among the tools the society has developed to achieve its goals is EyeWorld Asia-Pacific, an international anterior segment ophthalmology news magazine. The magazine keeps readers abreast of the latest developments in ophthalmology while hewing to a perspective that is always relevant to the particular needs, cognizant to the nuances of the Asia-Pacific region. Now in its 19th year, the magazine is read by over 60,000 ophthalmologists in over 100 countries around the world. Published quarterly, the EyeWorld Asia-Pacific comes in 4 editions – Asia-Pacific, China, India and Korea and each issue is also freely accessible online at eyeworldap.apacrs. org and via the APACRS website. In 2017, celebrating its 30th anniversary, the society also produced the APACRS Principles of Preferred Practice in Cataract Surgery and the APACRS Principles of Preferred Practice for Management of the Ocular Surface in Cataract & Refractive Surgery. The two publications were developed by distinguished anterior segment ophthalmic surgeons from the Asia-Pacific to provide guidelines based on the latest medical evidence and expert opinion geared specifically toward ophthalmologists and ophthalmic surgeons practicing in the region. DIGITAL PRESENCE APACRS maintains its website at www.apacrs.org. This resource is accessible to members wherever they can get online, 24 hours a day, 7 days a week. In addition to linking to the digital version of EyeWorld Asia-Pacific, the website offers news, important announcements, and a convenient biometry calculator utilizing various IOL formulae developed by Prof. Barrett: the Barrett Universal II formula, the Barrett Toric Calculator, the Barrett True-K Formula, the Barrett True-K Toric Calculator, and the Barrett Rx Formula. Prof. Barrett recently introduced a new feature to the online calculator: the Barrett K Calculator allows surgeons to input information from up to three different devices and automatically provides the mathematically correct combination of the data. 10

As part of our mission to provide a forum for continuing professional education and skills transfer especially during especially during the COVID-19 pandemic, all the winning films from the last 14 years of the APACRS Film Festival were made available on the APACRS website at www. apacrs.org without access restriction. This treasure trove of films provided an educational and entertaining resources to viewers. APACRS also hosted a series of webinars in 2020 – 2022 covering cataract surgery, refractive surgery and corneal surgery and videos also available on the APACRS website at www.apacrs.org. ANNUAL MEETINGS All the society’s activities culminate in its annual meeting. The society’s annual meeting features a carefully curated scientific program, tailored and relevant to doctors in the Asia-Pacific. The program includes important practice information provided by a top-rate faculty from around the world. Highlights of the scientific program include a small number of high-quality MasterClasses covering the hottest topics in ophthalmic surgery today, Film Festival, Top Gun and features the Combined Symposium of Cataract and Refractive Societies (CSCRS). First held in 2005 at the 18th APACRS annual meeting in Beijing, this joint symposium has become the most prominent session at the APACRS annual meetings. CSCRS represents an important collaboration and alliance of ASCRS and ESCRS, major cataract and refractive societies in presenting perspectives from the four corners of the globe. Held in different countries in the Asia-Pacific region and welcoming delegates and guests from all over the world, the APACRS annual meeting has become the most important regional meeting for cataract and refractive surgery and one of the most important educational events in the global ophthalmological calendar. In addition to giving attendees the opportunity to network, a venue to meet new colleagues and renew friendships, 11

the society at its annual meetings cultivates excellence by recognizing the outstanding work of ophthalmologists in the Asia-Pacific: The APACRS Gold Medal honors ophthalmologists in the region for outstanding contributions to the practice in terms of service, teaching, or research. The prestigious APACRS LIM Lecture, named for the society’s founding president, is delivered by one ophthalmologist chosen each year to share their discoveries and innovations with their colleagues. The APACRS Certified Educator (A.C.E.) award recognizes ophthalmologists who have made significant contributions to the training of surgeons in the Asia-Pacific. Through these and other activities, the APACRS continues to work in close collaboration with the region’s most prominent local organizations, bringing them closer together with international partners from elsewhere in the world to serve the cataract and refractive surgery needs of over half the world’s population. AWARDS The Asia-Pacific Association of Cataract and Refractive Surgeons (APACRS), formerly known as the Asia-Pacific Intraocular Implant Association (APIIA), was founded by Prof Arthur S.M. Lim, a pioneer who recruited and worked with expert ophthalmic microsurgeons from around the world to introduce microsurgical techniques and intraocular lens implant technology to the region. Prof Lim and these experts taught thousands of ophthalmologists, many of whom have returned to their homelands to become leaders in their profession. Prof Lim’s name became synonymous with sterling eye developments, including the creation of the Singapore National Eye Centre (SNEC), the Singapore Eye Research Institute (SERI), and the Department of Ophthalmology, National University Hospital (NUH). He also helped establish the International Intraocular Implant Training Centre in Tianjin, now the Tianjin Medical University Eye Centre. All these institutions are now centers of excellence, continuing his life-long dedication and commitment to the promotion of quality eye care, education, and research. Having held numerous positions in international ophthalmology organizations and a recipient of numerous awards for his extraordinary contributions over the last five decades, Prof Lim leaves an indelible mark in the history of ophthalmology not only in Singapore but also in the region and the world. Prof Arthur S.M. Lim, visionary leader and venerable father of ophthalmology in Singapore, the Asia-Pacific region, and the world, passed away peacefully in his home on 30 August 2014, with his loving family and close ones by his side. 2023 APACRS LIM LECTURE The APACRS LIM Lecture is the highest award of the society. Since 1991, outstanding ophthalmologists who have made extraordinary contributions to the development of cataract and refractive surgery have been invited to deliver this lecture at the Opening Ceremony of the APACRS annual meeting. Gerd U. Auffarth MD, FEBO, graduated from Medical School at the RWTH Aachen, University of Technology, Germany, and completed his Ophthalmology residency in Aachen and at the University Eye Clinic Heidelberg, RuprechtKarls-University Heidelberg. He has been a Max-Kade Post-doctoral Stipendary and Research fellow at the Centre for Research on Ocular Therapeutics and Biodevices at the Storm Eye Institute, Medical University of South Carolina, Charleston, SC, USA, also known as “David Apple Laboratory”. He is chairman of the Department of Ophthalmology at the Ruprecht-KarlsUniversity Heidelberg, Director of the David J. Apple International Laboratory for Ocular Pathology, and Director of the International Vision Correction Research Centre (IVCRC). In 2014, 2016, 2018, 2020, and 2022, Prof. Auffarth was ranked as one of the most influential people in Ophthalmology in the world. He has received more than 200 awards for his scientific works, including the Theodor-AxenfeldAward of the German Ophthalmological Society (DOG), the Prof. Dr. h. c. Löhn Technology Transfer Prize from the Steinbeis-Foundation, the Jan Worst Medal Lecture of the International Intraocular Lens Implant Club (IIIC), the Honorary Membership of the Hungarian Society for Intraocular Lenses (SHIOL) and of the Associacón Española de Tecnología y Cirugía de Implantes, Refractiva y Córnea” (ASETCIRC). He has served on the board of the German Society of Cataract and Refractive Surgery (GSCRS) for 20 years in the capacity of board member, secretary, president, and now secretary general. He is currently board member of the European Society of Cataract and Refractive Surgeons (ESCRS) and the German Ophthalmological Society (DOG). He has published more than 400 peer-reviewed publications, more than 370 book chapters, over 1500 lectures, and over 1000 invited speeches and produced numerous award-winning scientific videos. His main research interests focus on biomaterial and implant research in cataract and laser surgery of the eye. His surgical expertise includes cataract and refractive, as well as cornea and glaucoma surgery. He was the first surgeon worldwide to implant a toric, aspheric, multifocal IOL and pioneered several new intraocular lens prototypes. He was involved in charity programs in Latin America, Africa, Eastern Europe (especially Armenia), and was the first western surgeon to perform eye surgery in North Korea. 2023 APACRS GOLD MEDAL The APACRS Gold Medal is awarded to outstanding ophthalmologists in the Asia-Pacific for their significant and outstanding contributions to the development of ophthalmology, particularly in cataract and refractive surgery in the region. Dr Fam Han Bor Singapore Dr Fam Han Bor is a graduate from the National University of Singapore with a Masters in Medicine (Ophthalmology) and was admitted as a Fellow of the Royal College of Surgeons, Edinburgh and the Academy of Medicine, Singapore. He completed his subspecialty training in cornea and refractive surgery at the University of British Columbia, Canada. Dr Fam holds a number of senior appointments at The Eye Institute at Tan Tock Seng Hospital, Singapore. In addition to his appointment as the Senior Consultant and Pioneer Head of Service for Cataract, Implant and Anterior Segment, he is also credited as the founding head of the sub-specialty of anterior segment surgery. With a deep commitment and enduring interest, Dr Fam has pursued his passion to further the fields of visual optics, wavefront science, IOL calculations, corneal topography, contact lens and eye modelling, biofilms, and phacoemulsification technology. The result of this is almost 20 years’ worth of publications in leading peer-reviewed ophthalmology journals such as the Journal of Cataract & Refractive Surgery, the Journal of Refractive Surgery, the American Journal of Ophthalmology and the British Journal of Ophthalmology. Upcoming is his book chapter on advanced intraocular power calculations. He is also the patent holder for an enhanced occlusion removal system during phacoemulsification. Since 2007, Dr Fam has been an active member of the elite IOL Power Club, a think-tank of scientists and clinicians at the forefront of the advancements in IOL power calculations, optical technology and their translation into clinical outcomes. In addition, he is a member of the prestigious International IntraOcular Implant Club founded by Sir Harold Ridley. Given his professional commitment to the field of visual optics, Dr Fam has given more than 500 presentations in cataract and refractive surgery in various international and regional conferences. As an educator, he has conducted over 50 instructional courses, including master classes in biometry, cataract and refractive surgery, medical-in-service and live surgeries throughout Asia.
